A governed AI platform that produces Section 508 self-help courses for Veterans

SerVet Digital, LLC · Service-Disabled Veteran-Owned Small Business

We meet every requirement in RFQ 36C10X26Q0124 — and we bring more: Waypoint Course Studio, a clinician-gated production platform that lets VA's own subject-matter experts co-produce good courses in a fraction of the time. AI-assisted, human-approved — never AI-authored care.

Platform — How It Works

Course production is an ADDIE pipeline made visible and governed. AI drafts each stage; a human — and, for clinical content, a licensed SME — must clear a gate before it advances. Nothing reaches a Veteran without human approval.

  1. 1Seed & IntakeTopic, audience, tone, reading level, sensitivity, required disclaimers.
  2. 2BlueprintGoals, modules, behavior-change objectives.Gate: ID review
  3. 3Story ConceptClearly-fictional dramatization arcs — a reviewer selects one.
  4. 4Storyboard & MediaScene frames with alt text, captions, transcripts.Gate: Media & A11y
  5. 5ScriptsFull dramatized scenes, grounded — unsourced claims flagged for SME.Gate: Clinical SME (required)
  6. 6InteractionsEvidence-based practice aids chosen by the governed Aid Selector.
  7. 7508 & AnalyticsAccessibility packet + analytics map assembled and checked.Gate: 508 sign-off
  8. 8ExportCourse package — code-blocked until the 508 packet is complete.Gate: Export

AI Expert Council review. Where a draft raises a flag an SME should see, an independent, multi-model council reviews it and records a consensus — advisory grounding that still waits on a human clinician's approval. The human gate never auto-clears.

Clinically Grounded

Self-help skills, not clinical care. Every interaction is drawn from an evidence-based modality library and governed by a four-tier policy that decides — in code — what AI may generate and what only a human may place.

CBT CBT-I (Sleep) Problem-Solving (PST) ACT Motivational Interviewing DBT skills
Tier A
Skill-building

Coping-skill practice (thought records, routines, plans). AI may draft it; a human still approves.

Tier A-R
Rule-based

Deterministic tools with fixed logic. AI assembles from an audited spec — no free-form clinical claims.

Tier B
Governed screener

Validated instruments. Never auto-inserted — an SME must select them deliberately.

Tier C
Clinician-only

Diagnostic or treatment tools. Refused in code — the platform will not produce them.

Patterns mirror the structure of VA's own published self-help courses (scenario → teach → practice → reflect → checkpoint), so output feels familiar to Veterans and reviewers alike.

A checkpoint screen from a real, rendered course: a reflection prompt, a multiple-choice checkpoint, a takeaway, and a resource link, in the audited course template. Take a real course in the catalog →

Governance & Trust

The questions a VA evaluator brings to the word "AI" — answered before they're asked.

"Will it make things up?"

No. Any clinical or VA-program claim the model can't ground is surfaced as needs SME input with a neutral placeholder — never stated as fact.

"Who signs off?"

People do. Every stage has a human gate; the clinical SME gate is mandatory and cannot be skipped or auto-cleared. AI never approves its own work.

"What about crisis language?"

The Veterans Crisis Line text is a verified constant, injected verbatim — the model is never allowed to author or alter it.

"Is it accessible?"

508 is native, not bolted on. Export is code-blocked until the accessibility packet is complete, and every page is built to WCAG 2.1 AA.

"Where does Veteran data go?"

Nowhere it shouldn't. The pipeline carries no PHI; sensitive content routes to an approved-environment path, and public models see non-sensitive content only.

"Can you prove what happened?"

Yes. Every generation writes a provenance record (model, prompt hash, human action) — a full audit trail aligned to NIST AI RMF.

Instructional Design

ADDIE-based course development: blueprints, storyboards, scripts, and Level 2/3 interactions built to plain-language, Grade-8 standards.

Governed AI Production

Waypoint Course Studio — the platform demonstrated in this Live Demo — accelerates production while keeping a human gate on every stage.

Section 508 & Accessibility

WCAG 2.1 AA build practice with automated (axe-core) and manual accessibility checks embedded in the production pipeline, not bolted on after.

VA Program Delivery
